No breach of privilege in Belagavi DC’s action, Kadadi tells LS speaker

Belagavi: Rajya Sabha member Iranna Kadadi on Monday met Lok Sabha speaker Om Birla in New Delhi in connection with a breach of privilege complaint filed by Maharashtra MP Dhairyasheel Mane against the Belagavi deputy commissioner. Kadadi informed the speaker that the district administration did not violate any parliamentary privilege and urged that no special action be initiated against the officer.In a press release, Kadadi said Belagavi district, which shares borders with Karnataka, Maharashtra and Goa, has a long tradition of linguistic harmony, with people of different languages living together. However, he noted that during Karnataka Rajyotsava celebrations on Nov 1 and the winter session of the Karnataka legislature held in Belagavi in December, certain organisations observe ‘Black Day’ and stage protests against the state govt. Leaders from neighbouring states often participate in these events and, at times, make provocative statements, leading to law & order problems.Under such a sensitive situation, Kadadi said, it is the primary responsibility of the district administration to maintain peace and protect the interests of all linguistic communities. He maintained that the deputy commissioner’s decision to restrict MP Mane from entering Belagavi to participate in a Black Day protest was a lawful, preventive step to preserve law & order, and not a violation of any individual’s rights. Therefore, the demand for action against the DC on the grounds of breach of parliamentary privilege was ‘unreasonable and illogical’, he said.Kadadi told the speaker that the prohibitory order issued by the DC was constitutional and well within the legal framework, and presented the factual background of the situation for his consideration.Responding to the submission, speaker Om Birla assured that although MP Mane lodged a complaint, no unilateral decision will be taken. He said the matter will be examined in detail and that there was no cause for concern among the people of Karnataka.
