Bengaluru: Speaker UT Khader Tuesday established two committees to scrutinise bills introduced during the recent monsoon session of the legislature, setting a three-month deadline for them to submit reports. While home minister G Parameshwara will chair the committee which will examine the Karnataka Crowd Control (Managing Crowd at Events and Place of Gathering) Bill, 2025, revenue minister Krishna Byre Gowda will lead the panel on the Karnataka Land Revenue (Second Amendment) Bill 2025. The crowd control bill was introduced in the wake of the June 4 stampede at M Chinnaswamy Stadium that resulted in the deaths of 11 people. The bill defines a “crowd” as a gathering of more than 5,000 people and seeks to regulate such gatherings by requiring organisers to secure permissions at least 10 days in advance of hosting an event. Organisers must also submit indemnity bonds of up to Rs 1 crore for large events, and those breaching rules face penal provisions, including imprisonment up to a life term in cases of fatalities. Opposition parties objected to the bill, warning that the law could be misused to restrict protests and affect religious and cultural events. “Several members have requested a thorough scrutiny of the bill and hence I have sent it to the scrutiny committee (sic),” Khader said in an official statement. The committee chaired by Parameshwara includes law and parliamentary affairs minister HK Patil and MLAs Rizwan Arshad, N Srinivasaiah, D Ravishankar, Srinivas V Mane, Prakash K Koliwad, HD Tammaiah, V Sunil Kumar, SR Vishwanath, and GD Harish Gowda. The committee headed by Byre Gowda will examine the Karnataka Land Revenue (Second Amendment) Bill 2025. This bill pertains to ownership rights over parcels of Jamma Bane land in Kodagu. During the debate on the bill in the assembly, Kodagu legislators AS Ponnanna and Mantar Gowda had demanded that it be sent to a committee for scrutiny. The committee comprises HK Patil, Ponnanna, Mantar Gowda, HV Venkatesh, Dr NT Srinivas, Ganesh Prakash Hukkeri, Bhimanna T Naik, Aravind Bellad, CN Ashwath Narayan, and MT Krishnappa.
