Bengaluru: City police are set to file the chargesheet in a cheating case involving a man who pretended to be an IAS officer and a Union home ministry staffer. They are awaiting a response from the ministry of home affairs (MHA) in New Delhi on the authenticity of the seals recovered from the accused, which will help complete the account of his modus operandi. The accused, HN Sujayendra alias Sujay of RPC Layout, was arrested by Vijayanagar police in Nov 2025 after a complaint from Dr Raja Langer, a doctor from Jammu and Kashmir, alleging that the man had duped him of Rs 2.7 crore.
According to police, Sujayendra and his associates convinced Langer that he would help his family buy land near Kempegowda International Airport, and collected Rs 2.7 crore for supposed land-related clearances. After no progress was made in the deal, the doctor approached the cops.In his complaint, Langer alleged that Sujayendra visited Jammu in March 2023 and convinced his father to buy land near the airport. The doctor’s family transferred Rs 1.5 crore to Srinivasa Construction Company, owned by Sujayendra, from their personal, salary, and pension accounts, after which he promised to give the land papers within a week.“He started offering my father some high positions in the Centre and state, as he described himself as a well-connected person holding a high position in the central govt. He changed the proposal to ‘heritage homes’, stating the title papers would be given only after construction of these homes. He also demanded an additional Rs 1.2 crore as construction amount. As we had already spent Rs 1.5 crore and were scared of losing it, we paid the additional amount to Srinivasa Construction Company. After receiving a total of Rs 2.7 crore, he mostly stopped responding. A while later, he replied that the deal would not happen and said he would return the money,” Dr Langer stated in his complaint. During their investigation, police found that Sujayendra had three MHA-New Delhi seals (two red and one blue) with him, as well as a fake letterhead of the Karnataka governor. “We wrote to the MHA officials and to the Karnataka governor’s office, requesting them to clarify whether the seals and letterheads were genuine. Also, we asked whether the accused worked in their offices in any positions. The governor’s office replied, saying Sujayendra had never worked there and the letterheads seized from him were fake. Officials from the governor’s office filed a separate criminal case in this connection,” the investigating officer told TOI. Police said they have sent two reminders to MHA seeking verification of the seized seals. “Once we get a reply, we will file the chargesheet,” the officer said.
